Sudan Crisis: 637 Nigerians Evacuated

The Honourable Ministers, Ministry of Foreign Affairs and the Federal Ministry of
Humanitarian Affairs, Disaster Management and Social Development co-Chaired the Situation Room held on Friday, 28th April, 2023 discussed that the first batch of 13 buses conveying six hundred and thirty seven (637) evacuees had arrived the identified safe borders at Aswan, Egypt and are undergoing necessary documentation and clearance before admission into the
Egyptian territory for their eventual evacuation to Nigeria.

According to Amb. Janet Olisa, OON, Director Overseeing the Office of the Permanent Secretary MFA, Dr. Nasir Sani-Gwarzo mni, NPOM
Permanent Secretary,
FMHADMSD, the movement of the second batch of 29 buses will commence on Saturday, 29th April, 2023.
“The evacuees are advised to be at the designated locations with only one luggage. Contrary to insinuations on the social media, Embassy staff are very much on ground in Khartoum to coordinate the evacuation exercise to the very end.

“The students and other Nigerians awaiting evacuation from Khartoum, Sudan are
therefore, advised to cooperate with them in order to ensure orderliness and proper documentation while embarking on the buses. This will go a long way in speeding up the process and avoiding unnecessary delays with documentation and
clearance upon arrival at the Aswan, Egypt.

“While the Federal Government empathizes with affected Nigerians, maintaining order amidst the desperate situation remains crucial to getting all interested Nigerians out of the war zone in record time before the expiration of the ceasefire, which has been extended by 72 hours.

“The general public is also advised to discountenance unverified information being circulated on the social media as some of them are either due to ignorance or sheer
mischief. The outcry over the negotiated sum of $1.2 million for the buses hired for the exercise, is uncalled for. The amount in question, was negotiated in a condition of war and where there are competing demands for same bus services by other countries also trying to evacuate their citizens. Therefore, the cooperation and
understanding of all and sundry is required to complement ongoing efforts aimed at ensuring the safe return of every Nigerian trapped in Sudan.

“The Federal Government of Nigeria seizes this opportunity to extend appreciation to friendly countries who have in one way or the other assisted in bringing succour to Nigerians fleeing the war in Sudan. Particularly, Nigeria acknowledges the Kingdom of Saudi Arabia for graciously assisting with the evacuation of eight Nigerians from Sudan to safety in its territory, from where they would be airlifted back to Nigeria.

“In the time being, the first batch of Nigerian evacuees who have arrived Aswan are
expected to be airlifted to Nigeria in the coming hours by the Nigerian Air Force and Air Peace airline, who have been on standby for the operations”.

NiMet Boss Re-elected As Member Of The WMO Executive Council

The Director General/ CEO Nigerian Meteorological Agency NiMet and Nigeria’s Permanent Representative to the WMO, Professor Mansur Bako Matazu has been re elected into the Executive Council of the World Meteorological Organisation,WMO.

Professor Matazu, who has been a Member of the Executive Council since his assumption of office, was recognized for his dedication and commitment to the advancement of the science of meteorology and to humanity, and so was unanimously elected to represent Regional Association I (Africa) of WMO alongside Kenya, Cameroon, Ethiopia, Eswatini, South Africa, Egypt, Burkina Faso and Cote d’Ivoire.

Professor Matazu’s election, which is for a period of four years,was held during the 19th session of the WMO congress.

The World Meteorological Congress, is the highest decision-making body of the World Meteorological Organization, comprising 193 Members States and Territories referred to as Members.

During the congress, members go through various technical documents and take decisions to make our land, atmosphere, and water safe, including the Early Warning for All Initiative of the United Nations, which WMO leads.

As it is the tradition of the organisation to elect a new Secretary General at the ongoing Congress.
After going through several rounds of ballots, Argentina emerged as the President of the organisation replacing Germany whose tenure elapses after the Congress.

In similar vein, United Arab Emirates, Ivory Coast, Ireland and India emerged as the First, Second and Third Vice Presidents respectively.
Other Members so elected to the Executive Council representing the remaining 5 Regional Associations of the WMO are China, Saudi Arabia, Japan, Republic of Korea, United Arab Emirates, India, Peru, Guyana, Brazil, Argentina, Canada, United States of America, British Caribbean, Curacao & St. Maarten, Jamaica, Australia, Singapore, Indonesia, Tonga, United Kingdom, Germany, Switzerland, Romania, Czech Republic, Norway, Italy, Turkey, and France
The next financial year of the WMO begins from January 2024 when the tenure of the current WMO Secretary General would have expired

As part of efforts towards amplifying Youth involvement towards achieving the Sustainable Development Goals- SDGs, the Office of the Country Representative for Nigeria / African Regional Representative – UN-SDG Youth International, is set to Partner with the National Youth Council of Nigeria (NYCN), South East Zone in executing lots of youth empowering Projects.

According to a statement signed by Miss Olubode Sara Motunrayo, Administrative Assistant – Nigeria Office, nigeria@sdgyouth.org on Wednesday in Abuja disclosed that the partnership will spring up training of 3, 000 Youth on Digital Economy, training of 1, 000 Youth on Climate Action, Empowerment of 2,000 Youth through Food Systems & Agriculture, Flag-off of the Nigerian Youth Volunteer Fire Fighters Scheme, Gender Equality Programs, Entrepreneurship Training leveraging African Continental Free Trade Area – AfCFTA and many others.

According to her, “to ensure smooth implementation of the above-mentioned Projects, SDG Youth International (Nigeria Office) will Officially sign a Partnership Agreement with the NYCN ( South East Zone) on Saturday, 3rd June, 2023 in Enugu”.

FCDO, UK Visits NiMet For Collaboration On Research

As a follow up to the workshop on Flood Early Warning held last year in Nigeria by UN SPIDER /NARSDA/ NIMET /NIHSA/ NEMA in which lack of effective risk communication was identified as one of the critical gaps in the disaster response early warning and disaster management, the United Kingdom government through the Foreign Commonwealth and Development Office (FCDO) paid a visit to the Nigerian Meteorological Agency, NiMet, to propose and implement a research project to plug the evidence gap around effective scientific and space-based Flood risk communication to enable efficient action by all stakeholders (technical vs no -technical, state vs non-state actors, national vs sub-national, Institution vs individuals) amongst several objectives.

In her introductory remarks at the meeting in NiMet headquarters, a member of the team and the Team leader innovation, Leone Jones, said that the United Kingdom has quite extensive programmes most of them being long term thematic programmes that are managed out of UK.

She added that her team is in Nigeria with support to do “Specific research that responds to particular needs or questions that are very relevant for our team’s office or for yourselves and partners across the country, so that is why we developed this programme, working with yourselves and others leading in flood risk across Nigeria on a particular piece of research”, she said.

Leone revealed that her team would talk to different relevant agencies to make sure they are aware, and to socialize the research and get the various agencies’ input.

“The important thing for us is that anytime that we fund research, it needs to respond to your priorities, it needs to be something that is useful to your needs and its a known gap thing and is delivering against your priorities, that is important for us”, she stressed.

In her submission another member of the team and team lead on climate change and nature, Matinez Sokey disclosed that their portfolio is shifting and reflects the importance that FCDO is placing on climate change.

“ So we are thinking about how we should focus our efforts more on climate. What we see is a country which is already feeling the effects of climate change in different ways and different places”, she reiterated

Adding, Matinez further observed that some fantastic works on early warning system is going on in Nigeria but disclosed that her team would want to know the challenges NiMet is getting from the early warning systems they set up and how it is getting to the individual communities and families or farmers who need the information, because that is what the research or work is all about.

Speaking, Emmanuel Taiwo, the Climate and Environment adviser, who said he was impressed with the facilities at NiMet disclosed that he had the privilege to be part of the work on HydroSoS and outlook system, which he said he is glad it is being utilized in Nigeria.

The Research and innovation adviser, Segun Adetunde, reiterating the purpose of their visit, said “ why we are here is to improve the effectiveness of flood risk communication within the country”.

He noted that FCDO can actually do something to plug the gaps that have been identified and what can be done and how the coordination mechanism can be improved that currently exist in the country in respect to flood risk prediction along the nexus of flood risk communication.

In his response, Chief Meteorologist at NiMet, James Ijampy explained how NiMet was able to monitor the flood last year and how the various stakeholders were alerted and subsequently with the cooperation of the various stakeholders, were able to communicate same to the communities.

“ The multi-sectoral really worked last year in terms of coming together, monitoring and issuing forecasts”.

He noted that the forecast should be demand-driven as some of the information are key for adaptation.

Speaking Oyegade Adeleke, Assistant General Manager, Climate Services in NiMet, opined that climate change has come to stay that we can only build resilience and adapt to it.

“After a flood you see a community totally helpless. They can’t even recover, they can’t even go back to their farms. That is the gap we must try to fill in this kind of project. How do we help people to build resilience and recover after devastation?”, he queried.

Earlier in his introductory remarks, the Director of Research and Training, Professor Effiom Oku who represented the Director-General Professor Mansur Bako Matazu , while welcoming the team, gave a brief history of NiMet, while appreciating them, he assured that NiMet will work with the team for the success of the project.
